Dear compatriots,
after careful reflection, supported by the voters of our group (the same as in January 2010 have given the support Our entry into the majority, confirmed on 17 January, always a public meeting) we decided to go out with leaflets in order to keep the population informed on the situation of Solan, business, the choices of the Municipal Administration for close as possible to the citizen to the so-called "public res":
the matter for everyone!
The decision to call the wheel "... And yet it moves! ", The famous utterance of Galileo Galilei, is the feeling that animates the group against the old system of administration to do: be attentive to the need for information, change our way of addressing the problems and, above all, act with awareness that the current political and social evolution requires more and more choices facing the future, in addition to this, in a perspective that needs to go beyond the geographical borders of Solan, leaving aside any form of parochialism.
There is another way of doing politics, another way of administering the "public", a way in which the citizen must be kept as informed as possible and considered on its needs and its proposals.
In every flyer we will try to develop one or more topics that concern us and that, in our opinion, deserve to be disclosed and made known to all, even to give a clear and precise response to the many voices that are followed through the streets of our country.
We will strive to be as objective as possible, we'll tell you the facts and give you data, trying to leave you with considerations.
MUNICIPAL WASTE
start with proper, and a bit 'late, an explanation of why the tax on waste for 2010 was increased by up to 25% from a year earlier.
The so-called "Ronchi Decree (Legislative Decree no. 22/97) provides for and regulates the elimination of the tax for waste disposal Ta.RSU (Tax Solid Waste), replaced by the TIA (Rate of Environmental Health), which, as the name says, the rate, as opposed to the tax, is intended to charge users exactly for the benefit of the service (and as accurately as possible).
will be divided into two parts: the fixed fee will cover operating costs such as cost of street cleaning and investment in works, but will depend on the variable portion from the waste products by the user.
This change also provides that municipalities must provide for full coverage of the costs of waste management service through fees paid by the citizens / users.
This increase, therefore, is not nothing but a gradual approach to what is required by law (the aforementioned "Ronchi Decree") with the objective of avoiding such reckless increases in the future when it will happen this step.
Consider that, in Solan, the coverage of this service was about 65%, by averaging between the service of the valley and the mountains, while the increase is about the '80%.
Note that, in towns like ours, the cost is covered for about 95% in the municipality of Valstagna and more than 92% in the S. Nazario. For
tell the truth, we would like to recall how in 2008 he was signed by the Directors passed a contract with ETRA of 15 years (ending in 2023) which provides for the disbursement of all municipalities in the Valley (from Pove del Grappa Cismon del Grappa) € 770,000 per year for waste collection and that, from January 1 this year, questa cifra sarà agganciata al tasso di inflazione, mentre dal 1 gennaio 2012, sempre ETRA, avrà diritto a richiedere anche una rideterminazione del canone relativo agli smaltimenti/trattamenti.
I cittadini di Solagna, in base a questo contratto, devono pagare tutti gli anni la propria quota in base alla seguente tabella:

alla quale vanno sommate tutte le altre spese accessorie quali: smaltimenti supplementari, oneri per la gestione dell’ecocentro, smaltimento rifiuti pulizia strade e costi di gestione generale, il tutto per un totale di circa 196.000 euro.
ECOCENTRO
Il prossimo obiettivo da parte dei comuni e di ETRA sarà il raggiungimento del 65%, nel 2009 era pari al 42%, di raccolta differenziata entro il 2012, come previsto dal D.lgs. 152/06, quota che per Solagna non è lontana, grazie anche alla disponibilità e alla attenta gestione effettuata dai volontari del nostro ecocentro.
Si auspica che questa quota possa, però, essere considerata un punto di partenza e non di arrivo perché separare i rifiuti è soprattutto un modo responsabile to respect nature and all other individuals in a modern society and, in addition to being a good habit that, in the near future, could also result in a possible economic advantage shown by the transition to the TIA (more or less recycling and gives less pay !) although difficult to implement.
Finally, in order to contribute indirectly to the revenue of the municipality, should where possible give paper, aluminum and iron at ecocentrism rather than the "ecological islands", areas where there are bins for recycling the bells located in various parts of Solan, since these wastes are sold to various companies and produce direct revenue, while the islands are the exclusive prerogative of the company that collects them (ETRA). All this as long as its management is left to the City as it is formally ecocentrism ETRA.
With the hope of being clear and understandable, we hope that this initiative would be useful for waking up and a bit 'of interest in the administrative system of our country by stimulating debate, and hence the comparison with ideas and proposals for new food that we like to call, not surprisingly, the "furnace of ideas."
